Decoding is not navigation

Component mode decodes all percent escapes and leaves literal + unchanged. Form mode interprets + as a space. Whole URL mode follows decodeURI and leaves escapes for reserved delimiters such as %2F and %3F intact. Decoding occurs once only; the output is plain text, never an opened link.
