Convert red, green, and blue channel values to HEX, including opacity when needed.

RGB channels must be whole numbers from 0 to 255. Opacity accepts decimals from 0 to 1.

RGB channels in hexadecimal

Each channel becomes two hexadecimal digits. RGB 255, 128, 0 becomes #FF8000. Opacity below 1 adds two alpha digits at the end.

Alpha is rounded to the nearest 8-bit value. For example, opacity 0.5 becomes 80 in HEX, which represents approximately 0.502.
